Our panelists provided information on the purpose of a Residential Tax Increment Financing (TIF) district, how it does or does not impact residents and various entities, and how it can be used to stimulate housing development. Residential TIF was approved by the Indiana State Legislature in 2019 and our speakers used this new tool to create two districts in Warsaw, Indiana. This is a great opportunity to learn more about this tool put it to work in your community.


Jeremy Skinner, City of Warsaw

Jeremy Skinner serves as Director for the Community & Economic Development Department of the City of Warsaw. Prior to this role with the City of Warsaw, Jeremy served as the Building and Planning Director for the City of Warsaw from 2005 until 2020, and previously served as planner for the Huntington City/County Planning Department from 2001 until 2004. He graduated from Ball State’s College of Architecture and Planning with a Bachelor’s Degree in Urban Planning and Minor in Political Science in 2001. Randy Rompola, Barners & Thornburg

Randy Rompola serves as bond counsel, underwriter’s counsel and borrower’s counsel in a wide array of taxable and tax-exempt public finance and economic development transactions. With 30 years of experience, Randy’s practice has focused on serving as bond counsel for municipal clients in general obligation and revenue bonds, special taxing district bonds, utility revenue bonds, tax increment financings (TIF) and economic development bonds. He also has served as bond counsel in conduit financings for healthcare, educational institutions, senior living and multifamily housing projects. Moreover, Randy has served as underwriter’s counsel and trustee’s counsel in similar transactions. In addition, Randy represents public and private clients in economic development matters, including public-private partnership (P3) projects and real estate and zoning issues. Todd A. Samuelson, Baker Tilly

Todd A. Samuelson works with cities, towns, counties, school corporations, libraries, and utilities on comprehensive financial planning, bond issues, and economic development. He also assists numerous clients with budgeting, forecasting and strategic planning. Tom experience includes providing expert testimony at local and state public hearings with regard to: capital projects, tax increment financing (TIF), property and income tax matters, and issuance of tax-exempt bonds.
