What is the UpSkill Work and Learn apprenticeship program?

UpSkill Work and Learn is an employer-driven, work-based learning youth apprenticeship program that combines paid employment with on-the-job and related classroom-based instruction for high school students. It is a 2-3 year opportunity for both the student and the employer. UpSkill allows students to accrue work-based learning hours in support of the Indiana Diploma Readiness Enrollment or Employment Honors Plus seals.

Who is coordinating this and what support will they provide?

Regional Opportunity Initiatives (ROI) serves as the intermediary that works with the employers, schools, and post-secondary education partners. ROI provides the structure for the student applications, interviews, placement, training, and ongoing support.

How does UpSkill work?

Students are identified during their sophomore year and take part in an interview process with potential employers. Those selected begin their apprenticeship in their junior year, working 10–12 hours per week while gaining hands-on experience. In their senior year, they increase their work hours to 15–20 per week. By the third year, students may transition into full- or part-time roles, pursue advanced training, or continue earning college credits – opening multiple pathways for their future.

How is an UpSkill apprenticeship different from an internship?

Unlike a short-term internship, UpSkill offers a multi-year experience that combines paid, hands-on work with structured learning for a specific career path. Students receive on-the-job training, gain exposure to real-world career opportunities, and complete additional instruction that aligns with industry standards – creating a deeper, more meaningful pathway to future success for both students and employers.

How early should a student start preparing?

Students should be encouraged to front-load as much of their coursework into their early years to allow for work-based learning time in their junior and senior years.

What is the employer’s commitment?

Employers partner with ROI to provide a meaningful, paid apprenticeship experience by hiring and supervising student apprentices, maintaining required insurance coverage, and supporting recruitment activities such as hosting a student interest session at your location and conducting interviews. Employers work with ROI to develop and follow student work plans, designate a workplace mentor, complete student evaluations twice per year, and verify student work hours each semester to meet Indiana Department of Education work-based learning requirements.
