IU Center for Rural Engagement Resource Page

The Indiana University Center for Rural Engagement has set up a regional site for COVID-19 information and resources to help your community navigate the unique challenges ahead. This site includes important links to regional and county-specific sites for health, community resources, and business resources.


The Indiana Office of Community and Rural Affairs (OCRA) COVID-19 Response Program

The OCRA COVID-19 Response Program was created to address the immediate impacts of COVID-19 on Indiana’s rural communities. Funds are derived from the State’s annual Community Development Block Grant (CDBG) allocation and guidance was provided by the U.S. Department of Housing and Urban Development (HUD) on how the funds were to be used. You must be a non-entitlement local unit of government to apply.

Business and Employer Resources

Indiana Small Business Restart Fund

Gov. Holcomb approved $30 million in federal funding made available through the CARES Act to small business restart grants, helping accelerate the speed of economic recovery activity by providing working capital to cover certain expenses related to the global pandemic. Eligible Indiana small businesses can seek reimbursement for up to 80% of qualified expenses, such as rent/mortgage payments, utilities, lease payments for real or personal property, and safety investments, such as personal protective equipment (PPE) and infrastructure improvements.


Crawford County Rapid Loan Fund

The Crawford COVID-19 Rapid Loan Fund is a funding partnership with Crawford County Economic Development Corporation (CCEDC) and Radius Indiana. The CCEDC funds are leveraged with the Radius Indiana funds. Businesses can request up to $5,000 in funding.


Dubois County Relief Funds

The Dubois Strong Emergency Loan Fund is available to applicants referred through local financial institutions for up to $5,000 with an interest rate of 1.5%. To be eligible for the loan, applicants must be an existing business in Dubois County and have a referral from a local financial institution.

The Huntingburg Emergency Loan Program (HELP) is available to assist local small businesses for up to $5,000 with an interest rate of 1.5%. Funds are being made available through the already-established Huntingburg Revolving Loan Fund.

Greene County Rapid Loan Fund

The Greene County Rapid Relief Loan Fund is a funding partnership of the Greene County Economic Development Corporation, Radius Indiana, and the City of Linton. Businesses can request up to $5,000 in funding.


Monroe County Rapid Relief Loan Funds

 The City of Bloomington’s Rapid Response Fund Loans are low-interest, short-term loans (up to $50,000) and may be used to retain employees, maintain economic viability, or as bridge loans until bank or SBA funding becomes available.

Monroe County is accepting applications from locally-owned businesses located outside the City of Bloomington that need support in the wake of the COVID-19 pandemic. The county has allocated $200,000 from its share of Food & Beverage Tax revenues for this purpose. The expenditure of Food and Beverage tax dollars can only be made to support tourism.

The Chamber has collected education and tools to help you restart your business. The Chamber also continues to offer free webinars led by legal, HR and other professionals on a wide range of topics designed to help your business emerge from this crisis.
